    Responsible Party Code (RPC) Data Validation Program

    Washington, D.C. – Effective January 1, 2011, the Administrative Council for Terminal Attachments (ACTA) announces the rollout of a new, annual ACTA Responsible Party Code (RPC) Data Validation Program. This Program will require Responsible Parties to validate the data ascribed to their organization on an annual basis, whether or not new equipment was registered in the calendar year.

    An important responsibility of the ACTA is to maintain an accurate and up-to-date database of all Part 68 Telephone Terminal Equipment (TTE). The information associated with a Responsible Party Code (RPC) is extremely important to FCC, U.S. Customs and consumers. The RPC is the main piece of information that establishes the connection between the responsible party and the telephone equipment stored in the database. As a result, it is imperative that the information be correct, not only at the time of the filing, but on an on-going basis. Inaccurate contact information associated with an RPC poses a problem not only for FCC, U.S. Customs and consumers who have questions/issues with products or company information, but also for ACTA when releasing important information regarding Part 68 compliance.

    The Responsible Party Code (RPC) Data Validation Program will provide an online system that permits authorized filers to update and confirm RPC data on an annual basis. Responsible Party Codes that are updated will be noted by a “label” to show that the RPC data have been validated and are accurate. On at least an annual basis, ACTA will provide the FCC with reports detailing those responsible parties who have, and have not, validated their data.

    There will be an annual fee of $125 for the validation of each RPC’s data (discounted to $95 between January 1 and February 28, 2011) for this calendar year. Once an RPC’s data have been validated additional modifications to the validated data can be done as often as a responsible party wishes throughout the year. For calendar year 2012 and going forward, the validation program discount will be effective from October 1 through December 31 of the preceding year. Any new RPCs issued within the calendar year will be exempt from that year’s Responsible Party Code (RPC) Data Validation Program requirements.

  • The Administrative Council for Terminal Attachment ("ACTA") adopted the following technical criteria for Telephone Terminal Equipment ("TTE"). Equipment approved for connection to the public switched telephone network shall comply with all applicable rules and regulations of Part 68, and with the applicable technical criteria adopted by ACTA:

    TIA-968-A, Telecommunications -- Telephone Terminal Equipment -- Technical Requirements for Connection of Terminal Equipment to the Telephone Network (Upgrade and Revision of TIA/EIA/IS-968)

    IMPORTANT INFORMATION: The following information refers to the ACTA adoption of the Technical Criteria in TIA-968-A and its intended replacement of existing technical criteria TIA/EIA/IS-968 and TIA/EIA/IS-883.

    TIA-968-A has been adopted by the ACTA and may be used immediately for terminal equipment approvals.

    Since TIA-968-A is intended to replace TIA/EIA/IS-968 and TIA/EIA/IS-883, a sunset date has been established for TIA/EIA/IS-968 and TIA/EIA/IS-883.

    The sunset date for TIA/EIA/IS-968 is July 15, 2004.

    The sunset date for TIA/EIA/IS-883 is July 15, 2004.

    The sunset date is defined as a date in the future after which new terminal equipment, and previously approved terminal equipment that is modified, may no longer be approved using these standards.

    The establishment of a sunset date for TIA/EIA/IS-968 and TIA/EIA/IS-883 that is 18 months after the publication of TIA-968-A, provides the industry with a transition period during which, new terminal equipment or previously approved terminal equipment that is modified (approved under a single approval number) may be approved using either a) TIA/EIA/IS-968 and TIA/EIA/IS-883, or b) TIA-968-A, at the discretion of the Responsible Party.

    TIA/EIA/TSB-168 and T1.TRQ.6-2001 are not effected by the adoption of TIA-968-A.
